Due to popular demand, the REHIS Southern Centre are repeating this course which provides an onsite practical exercise to cover repair defect identification and the available powers that EHOs can use to effect repairs, with an emphasis on the Tolerable Standard, Closing and Demolition Orders.

The technical part of the course will be presented by Annie Flint and John Gilbert who are the joint authors of the “Tenement Handbook” published in 1982 and a reference web-site on housing repairs in tenement buildings, “Under One Roof”. John is an accredited conservation architect. He has considerable experience of repairing tenements, particularly pre-1919 stock. Some of his earliest rehab projects were in Govanhill and he specialises in stone buildings. Annie Flint is a housing consultant, an expert in tenement issues, is co-author of “Common Repair, Common Sense” and is a member of Scottish Parliament’s Cross Party Working Group on the Maintenance of Tenement Scheme Property. She regularly lectures on tenement legislation and the difficulties owners experience in carrying out repairs.

Jim Blair, an EHO with considerable experience in the field of Public Health and Housing and former lead EHO at both Glasgow City and Inverclyde Council, will bring practical experience in the service of notices, highlighting some of the pitfalls to be avoided.

The discussions will not be restricted to tenements. Other building construction types will be discussed during the course. Day 1 will comprise of an illustrative presentation demonstrating building defects followed by an on site survey of a tenement within the Paisley area under the supervision of John Gilbert and associates.

Day 2 will consider the reasons for owners failing to repair, use of tenement law, the roles of various bodies involved in the repair process (surveyors, property managers etc.) and legislation available to EHOs to effect repair.

With a mixture of presentations, discussions, and practical demonstration it is hoped that this will prove a valuable two days for all who attend and qualifies for up to 9.5 hours CPD (core activity).
