Emerging Pressures and Regulatory Challenges in Waste Management

Alasdair Meldrum will present on current and emerging waste management issues, with a focus on the role of environmental health professionals and local authority enforcement officers. The session will outline the importance of compliance with Duty of Care obligations under the Environmental Protection Act and the Waste (Scotland) Regulations 2012, highlighting the responsibilities placed on all parties involved in the production, handling, and disposal of waste. Key enforcement priorities, including waste segregation, prevention of illegal disposal, and the use of authorised carriers, will be explored.

The presentation will also examine emerging challenges such as the rise in disposable vape waste—posing fire and environmental risks due to lithium batteries—and the increasing volume of electronic waste linked to short-lifecycle consumer technology. In addition, Alasdair will discuss wider policy developments, including the ongoing delays to the landfill ban, the principles and implications of Extended Producer Responsibility (EPR), and the anticipated impact of the Deposit Return Scheme (DRS). The session will consider the challenges these changes present for regulators and practitioners, and the need for stronger producer accountability, improved public awareness, and effective enforcement moving forward.
